We walk each elevation and note which windows look uphill into continuous chaparral, which sit above a fuel-loaded slope, and which face a paved street with irrigated turf in front of them. Frame material, glass makeup and screen mesh are then chosen per elevation rather than bought as one package for the whole house.

How do I find out whether my Escondido address is in a Very High Fire Hazard Severity Zone?
Cal Fire released an updated fire hazard severity zone map for southern California on March 24, 2025, and the City of Escondido publishes the local version on its Fire Severity Zone page.
The 2025 map added moderate and very high tiers alongside the high-risk areas identified on the 2009 map, so a parcel that carried no designation before may carry one now. Does Chapter 7A force me to buy tempered glass when I replace my windows?
In most cases, no, and we would rather tell you that than sell you something on a false premise. Section 701A.1 applies Chapter 7A to materials and assemblies used in the exterior design and construction of new buildings in a Wildland-Urban Interface fire area, with requirements tied to permit applications submitted on or after July 1, 2008.
Additions to and remodels of buildings originally constructed before that date are excepted unless a local ordinance says otherwise. Swapping windows in a 1978 tract house is a remodel. A new detached accessory dwelling unit is a new building, and that one does have to comply.
If it is not required, why would I pay for it anyway?
Because embers do not read the code. The failure mode in a wind-driven event is rarely a wall of flame arriving; it is radiant heat cracking an annealed pane, or a burning ember landing on a sill and finding a way past a screen.
Section 708A.2 accepts multipane glazing with a minimum of one tempered pane precisely because tempered glass tolerates thermal shock far better than annealed glass does. On a slope-facing elevation that is cheap insurance. On the shaded street side of the same house it usually is not worth the money.
Are vinyl windows a bad idea in Escondido?
Not everywhere, and we install plenty of them. Rigid PVC is a decent, quiet, affordable frame and it belongs on a great many houses in the flatter parts of the city. What it is not is a heat-tolerant frame.
PVC softens well below the radiant loads a nearby fire produces, and a softened frame can release the glazing bead and drop the pane, which turns a closed window into an open hole. We will quote vinyl on your street elevation and argue against it on your canyon elevation in the same proposal.
What is the cheapest thing I can do to make my windows harder to get past?
Rescreen in metal. Standard fiberglass insect mesh is a polymer coating over glass fiber and it will not survive a shower of embers. Woven aluminum or stainless mesh will. Chapter 7A leans on this idea in Section 708A.2.2, which calls for noncombustible mesh with openings not exceeding one-eighth inch on operable skylights.
Rescreening an entire house costs a small fraction of one window and it is the highest return per dollar on the whole property. We would rather sell you that than a job you do not need.
Do I need a permit, and what happens to my stucco?
Retrofit replacement windows in California are normally permitted work, and we pull it. On the stucco question, it depends on the method. A block-frame retrofit installs into the existing frame and leaves the stucco alone, which is why it dominates on 1970s and 1980s tract housing here.
A full-frame replacement strips back to the rough opening, lets us install a real sill pan and flashing, and does require stucco patching around the perimeter. Full-frame costs more and is the only version that fixes water problems you already have.
